Reith Riley had a crew pour the west end of the Marion Roundabout from the crosswalk west. They also had a prep crew working on Main St fine grading from Madison to Marion on Main. Thy where also placing stone on the South East quad of the Marion Roundabout.

Ziolkowski was on site at the Bartlett roundabout forming the inside corners of the concrete walls. Roger from Ziolkowski said that the wall pour would either occur next week Tuesday (6/5) or Wednesday (6/6).

Woodruff had a crew working at the southeast corner of the Marian roundabout installing Str. 145 and connecting pipe to the structure to the south on the east side of Michigan. Woodruff then began installing structures at the intersection of Main and Colfax. While excavating Woodruff hit the MetroNet Line that runs north south across Colfax.

Indiana Earth had a removal crew removing the west side of the intersection of Main and Jefferson. Around 1 pm Indiana Earth hit a MetroNet line running north-south, breaking the conduit. The conduit was excavated across Jefferson and a new conduit is likely needed.

Indiana Earth also performed grading on the west side of Main at Bronson St. and finished removals of curb and pavement on the west side of Main between Western and Wayne.

Pemberton Davis was pulling new conduit across the west side of Main at Bronson St.

Robery Henry worked on the manhole in the center of the Marian roundabout.

Met with Jitin at the saigon Store to review the new entrace.

Rieth-Riley had a concrete crew that formed the road section on Marian directly west of the colored concrete crosswalk. They had a second crew pouring sidewalk on Main between Western and Wayne. They had a prep crew working at Bartlett setting side walk grade on the North East and South West Quads

Woodruff installed storm pipe and structures on Main St. between Madison and LaSalle. All structures on Main from the LaSalle intersection north have been installed. They then moved to the North west corner of Lasalle and Main.

Indiana Earth worked on bringing dirt to the center of the Bartlett roundabout inside the concrete walls. They also worked on Main from Bronson to South street cutting grade and cleaning up. They also worked on removals from Wayne to Western on Main west side doing pavement removals.

Th pipe to the new structures under the bridge on Main between Bronson and South Street, will have to be lowered running east to west to get the pipe out of the concrete pavement grade.

The grade North of Madison on Main will need to be wedged to perpetuate drainage.

Rieth-Riley had a concrete crew pouring the westbound lanes of Marian east of the roundabout. The crew at the Marian roundabout will be moving to the Chippewa roundabout tomorrow and will begin pouring sleeper slabs. The remaining concrete pavement in the Marian section cannot be completed until Woodruff installs structure 145 on the southeast side of the roundabout. Tomorrow, therefore, the controlling operation in the Marian section will be Storm Structure installation. Curb work continued in the Marian section on both side of Main St.

Another Rieth-Riley crew set forms and poured sidewalk on the west side of Main between Western and Wayne in front of the AT&T building. They also poured sidewalk on the south side of Wayne west of Main and poured curb on the NW corner of Main and Western. The west side of Main was graded north of Western.

Reith Riley had a third concrete crew slip forming curb on Main between Marion and Madison on the East and west side.

Indiana Earth had a two-man crew doing removals on the west side of the intersection of Colfax and Main. No removals were done on St. Joseph/Michigan.

Indiana earth also had an operator working the Bartlett St. round about placing top soil and fine grading sidewalk areas.

Woodruff installed a new fire hydrant at the southwest corner of Main and Jefferson. They also replaced a hydrant on the North west corner of Jefferson and Main. They then went to work on Main between Madison and Lasalle on the east side to place two added structures. A field directive was provided to Rieth-Riley this afternoon for the storm structure revisions on the west side of Main at Colfax. Woodruff will begin installing structures at this intersection tomorrow.

Ziolkowski continued setting forms and rebar for the east and west concrete walls in the Bartlett roundabout.

Pemberton Davis installed a signal pole foundation on the southwest corner of Michigan and Sample.

Rieth-Riley and the City of South Bend met again today to discuss Rieth-Riley's request for addition brick paver pay items. The city sent a formal response to Rieth-Riley in the afternoon requesting revised pricing based on clarifications made during the meeting. The city requested pricing for just the reinforced concrete of the non-permeable paver section detail (Division B, Section 1 of 3, Page 139, Detail 6). The city also requested that the quantities for subbase materials of permeable sections be revised to conform with the plans.

Rieth-Riley had a crew pouring concrete pavement in the Marian roundabout. Another 2 man crew was grading for new sidewalk between Wayne and Western on the west side of Main.They had a second concrete crew slip forming curb on Marion Street between Main and Michigan,and down Main on the East side. A third crew worked on had pouring curb at the Bartlett intersection.

Indiana Earth had a two man crew removing pavement on the southwest corner of Main and LaSalle. They also worked at Bartlett grading the North west quad and South west quad.

Woodruff started the day working on Main and ran into several problems due to an electric duct setting in the way. They then went to work on Saint Joe on the west side of St. Joseph south of LaSalle. Another Woodruff crew was working on storm pipe and structures at the intersection of Main and Bronson. Structures 88 and 90 were set on the west side of Main. Structure 88 was mover 6' south from its original location. They also placed castings on four structures between South and Bronson.

Pemberton Davis worked

A meeting was held with Reith Riley to review claims and time. The initial response is no time will be given to extend the intermediate date of Sept 7th. The city is more receptive to off set time with compensation monetarily.  

Madison Oyster Bar gas is being worked on and should be done by tomorrow afternoon.

Rieth-Riley had a crew pouring curb on splitter islands in the Bartlett roundabout. Another crew set forms at the Marion roundabout for the southbound lane on the south end of the roundabout. A three man crew asphalt patched the southwest, southeast, and northeast corners of Michigan and Calvert, along with the northeast and southeast corners of Michigan and Indiana.

Indiana Earth continued grading on Marian east of the roundabout. A corner was removed in the old intersection of Marian and Michigan.

Reith Riley had a concrete crew pour the South bound outer ban of Marion from Michigan going west. They also poured the north cross walk for the marion roundabout. They had a prep crew at Marion placing stone on the south west quad. They had a second concrete crew pouring ramps at the intersection Indiana and Michigan south west corner and on Main and Calvert North west corner.

Indiana Earth worked on removals on Main Street, they removed pavement on the southwest corner of Jefferson and Main. a second crew removed sidewalk between Wayne and Western.

Woodruff worked on fire hydrants south west side of  Main and Monroe. They also placed structure 96 on Main Street between Bronson and South Street. The second crew finished the intersection of Madison and Michigan. They also worked on Main Street between LaSalle and Madison.

Zolkowski worked on forming the inner wall of the Bartlett roundabout.

Pemberton Davis worked on electric conduit and light foundations on the north side of the Bartlett roundabout.

JPR staked the structures between LaSalle and Colfax and an issue has arose to the location of the electric duct bank on the west side of Main street and the curb line. Placing structures will be very difficult due to the electric.

·         Update:  This past week, Rieth-Riley has continued sidewalk and pavement removals on Main Street.  They began paving the Marion Street roundabout and continued pouring sidewalks and curb ramps in the downtown area.  They have wrapped up pipe and structure work in the Chippewa area and hope to finish placing stone in that area today.  Interior walls at both the Marion and Chippewa roundabouts have been placed, as well.
·         Upcoming: Next week, Rieth-Riley plans to continue removals on St. Joseph Street and Main Street in the downtown area.  They plan to have structures placed and stone laid by the end of the week on Main Street between South and Bronson streets.  Structure and pipe work will begin in the downtown area starting at Main & Lasalle and working south along the west side of Main Street.  At Chippewa, they hope to begin paving at the start of the week.

Utility Relocation Issues:
AEP:   Robert Henry and AEP are continuing to remove street lights at the direction of Tony.  They requested to be informed a few days in advance of which lights need to be removed.  The vaults setting in the parking lanes are going to need adjusted on Main St.

Robert Henry:  Robert Henry plans to cross half of Navarre Street on Michigan today and finish crossing the other half on Monday (6/27).  Doing so will put them on schedule to finish their work on Michigan by the end of next week.  Regarding the duct bank breakage south of Madison on Michigan Street, Robert Henry requested that they be called immediately when lines are exposed in the future. 

NIPSCO/InfraSource:  Nobody from NIPSCO or InfraSource showed up today.  Toy relayed that InfraSource requested an open cut on the east side of Main at Jefferson Street to run a service.  It was decided that this isn’t a possibility and instead they will need to run the service from a line on Jefferson Street.
            
Comcast: Jay didn’t show.  Comcast didn’t lower one of their lines on Main Street north of Lasalle, so a subcontractor lowered the line for them.

                AT&T:  AT&T is out of the way in the Chippewa area, Dennis put the work up at MarMain  area for bid and the contractor should be in Wednesday of next week to lower the lines.

Water Dept.:  Work on fire hydrants started today – Ed is ready to begin in the downtown area and just requested that a list be compiled so that he knows where to start.  It is still unclear what “fire hydrant reset” refers to, though.  Regarding the sinkhole on Main Street south of Bronson, Tony called Dale from the Sewer Department to get a sewer vac truck earlier in the week.  Tony plans to have Dale investigate the hole and noted that the results of the investigation may require one more lane of Main Street to be closed in the area.  Finally, Ed relayed that the JMS tap is set to happen Saturday (6/25).  To do this, he will extend the current lane closures for the day.

Transpo: Michael inquired again about when he might expect the temporary access lane to the Transpo lot to be constructed.  Tony relayed that the driveway will be constructed at the same time as stone is being laid on Main Street between South and Bronson. 

Metronet: Ben didn’t have anything today.
               
MCI :  Quentin is working with Tony to coordinate MCI relocations with the structure and pipe work in the downtown area.

INDOT:  INDOT didn’t have any questions or concerns.

Stakeholder Questions:
Memorial Hospital: Larry wondered when the intersection at Michigan & Madison would be reopened.  Tony hopes to have the intersection open by Monday afternoon (6/27). Larry was also concerned about contractors parking in Memorial’s employee parking lot.  Finally, Larry recently found out that a sign fell and hit a car.  I told him to relay the details to me so that we can get the person in touch with the right people.

Action Items
1.       Concrete joint Sealant/price Rieth-Riley:  A change order is needed to increase the unit price for the item.  Roger made it clear that the city is not willing to pay for incidental work required as a result of careless application.

2.       Drive at Saigon:  We are still waiting to hear back from Structure Point.  Kevin talked with the owner of the Oyster Bar who said removing the approach isn’t an issue for him.

3.       Signal changes 10 intersections/Rieth-Riley prices:  Scott will get prices turned in by Monday (6/27) or Tuesday (6/28).  Corbitt requested that the city receive two quotes – one regarding getting the signals put in as fast as possible and another detailing the price for getting the signals put in by the October deadline.  During this meeting, Tanner brought to light an unforeseen issue regarding the compatibility of the existing traffic controllers with the new thermal detectors being installed.  The software within the existing controllers is not compatible with the new thermal detection systems.  Tanner will get a list together of which controllers are affected and coordinate with the City to determine a viable solution.

4.       QC/QA HMA/JMFs to Heather:  She has received the JMFs and returned to me 3 of them.

5.       Chip/Main Signal:  Roger is expecting the new locations for the foundations by early next week.  He believes the sign structure on Michigan will be changed, but he isn’t as worried about this at the moment.

6.       Sign Structure on Michigan:  See action item #5 above.

7.       Marion change order/prices: Mike from Woodruff is coming to a meeting with Rieth-Riley today at 11 am to hash out these details and put this issue to rest.

Reith Riley Construction Concerns/Questions:
·         Rieth-Riley wondered when they might expect a response regarding the brick pavers.  Corbitt said the City is currently drafting their response and that it should be coming by the middle of next week.
·         Corbitt warned Rieth-Riley that they should be expecting another change order in the coming weeks regarding the sprinklers in the downtown area.

City Concerns/Questions:
·         There was a discussion regarding maintenance of traffic as the project moves forward.  As traffic signals are relocated, Tanner recommended four-way stops be put in place at many of the intersections in the downtown area.  He plans to put a schedule together of which intersections need to be on “stop mode” so that the City is aware and/or has a chance to think of more creative options so that traffic can continue to flow smoothly as work is being conducted.

Ziolkowski poured the foundations for the east and west walls in the Bartlett roundabout. PVC for irrigation lines were cast into the column foundations on the ends of both walls. Next, Ziolkowski will begin forming the east and west walls.

Rieth-Riley poured the center lane of the southbound round on the north end of the Marian Roundabout. A second crew was on the west side of Main St. pouring sidewalk between Jefferson and Wayne.

Woodruff installed storm pipe and structures on Main St. between Madison and Lasalle in the morning. In the afternoon after the exposed electrical lines had been retired and removed, Woodruff moved back to Michigan and ran pipe between structure 131 and manhole 219.

Once Woodruff finishes that run and vacates the area, Robert Henry will be on site to run new electric lines and cast a new duct.

Indiana Earth continued removals on the west side of Main between Wayne and Western. They also removed curb and sidewalk from the SW corner of St. Joe and Jefferson and removed sidewalk on the west side of St. Joe between Jefferson and Washington.

Pemberton Davis was working on the southwest corner of the Bartlett roundabout.

Rieth-Riley had a concrete crew pouring roundabout pavement at Marian. Pavement has been laid for the entire circular portion of the roundabout except for the southeast corner, where pouring the sleeper slab has been delayed by the redesign of structure 145. Rieth-Riley  spent the afternoon forming the southbound lanes of the north roundabout approach. A second crew set forms and poured the sidewalk on the west side of Main between Jefferson and Washington. They also set forms for the walk on the west side of Main between Wayne and Jefferson and graded the new walk between Western and Wayne. 

Woodruff continued working on storm structures on the west side of Michigan at the intersection of Madison. The 18" pipe was installed across Madison, making the connection between structures 131 and 131A. Woodruff spend the afternoon installing the pipe between structure 131 and existing manhole 219. The run required going underneath an existing clay electric duct bank, and the duct bank collapsed as a result of excavation. Casting a new duct bank for the exposed conduit is most likely necessary.

Robert Henry continued running conduit on Marian, and their line has now turned north up the west side of Michigan. 

Indiana Earth had a two man crew removing sidewalk, curb, and planters on the west side of St. Joseph between Jefferson and Washington. They also finished the removals at Marion and Main and Madison and Main. They graded out the subgrade for the asphalt section on Main Street from Madison North to the ally at MarMain Apartments.

Rieth-Riley had a concrete crew at Marian forming and pouring concrete pavement in the northbound lanes north of the roundabout. They also poured a sleeper slab on the south side of the Marian roundabout. Rieth-Riley also had a crew on the west side of Main St. pouring sidewalk between Jefferson and Wayne.

Ziolkowski continued setting rebar and formwork for the south roundabout wall at Bartlett. The foundations for the east and west walls were dug but rebar was not placed.

Woodruff had a crew working on the east side of Michigan at and south of Madison St. It was determined that Str. 131A would feed Str. 131 rather than be tied into Str. 219, in order to reduce the number of utilizes the pipe run most navigate. Woodruff also made the connection across Michigan between Str. 129 and 130. Finally, Woodruff relocated a fire hydrant on the southwest corner of Main and LaSalle and replaced a fire hydrant on the west side of Main between Lasalle and Colfax.  

Indiana Earth had a two man crew doing pavement removals on the south side of Jefferson west of Main. Curb and sidewalk were also removed in this section. They also continued pavement removal on the west side of Main between Colfax and Lasalle. 

Phil from NIPSCO met with the owner of Madison Oyster bar and an agreement was reached regarding how the new gas line would be run into the building. Work is scheduled for later this week.

Woodruff continued installing storm pipe and structures on the east side of Michigan south of Marion.

Rieth-Riley had a concrete crew pouring the northbound lanes of Michigan just north of the roundabout between Sta. 45+00 and 42+50 of Line PR-B1. Rieth-Riley also poured curb ramps on the SE corner of Michigan and Indiana, and a crew was grading for sidewalk on the west side of Main between Wayne and Jefferson. They had a second prep crew placing dens graded subbase at Marion and Michigan. 

Indiana Earth continued removing sidewalk on the west side of Main between Jefferson and Washington. Coils for the heated approach to the courthouse were accidentally cut and require repair. Pavement removals took place on the west side of Main between Lasalle and Colfax. The west side of St. Joe was also sawcut between Jefferson and Washington. Finally, Indiana Earth continued grading the Marian roundabout subgrade.

Ziolkowski continued erected rebar cages and formwork for the roundabout walls at Bartlett.

Pemberton Davis was on site in the morning at the Oyster bar relocating the electric conduit this work was completed by 11am They also worked at Indiana and Main. 

Robert Henry continued making their run along the north side of Marian. 

Met with Toy and Roger on the drive ways on the west side of Main between Jefferson and Wayne Street, The drive to the south will be left up an inch so the parking lot can be resurfaced in the future. The second parking lot will need to be milled and paved to get water to drain.

Woodruff continued installing storm pipe and structures on the west side of Michigan south of Madison. 

Rieth-Riley had a concrete crew pouring curb in the Bartlett roundabout. They also poured new sidewalk on the west side of Main between Washington and Jefferson. 

Ziolkowski continued construction of rebar cages and forms for the north and south roundabout concrete walls. A Ziolkowski representative also toured the Madison Oyster bar vault and received instructions regarding the new wall that will be constructed prior to backfill.

Indiana Earth continued spreading dense subgrade in the Marian section. Sidewalk removals continued on the west side Main St. between Washington and Jefferson. 

Pemberton Davis replaced two signal heads on the east side of Michigan at Calvert. 

Robert Henry continued running their line east from the intersection of Main and Marian. 

The owner of Madison Oyster Bar signed a Right of Entry agreement, and Pemberton Davis will be on site at 5 am Monday morning (6/20) to relocate the electric line.

·        Update:  This past week, Rieth-Riley has continued removals of curb and sidewalk on the west side of Main Street from Lasalle to Wayne Streets in the downtown area.  They poured new curb ramps at the intersections of Main and Calvert and Michigan and Calvert.  They finished pouring the crosswalks at the Bartlett roundabout and Zolkowski has begun setting forms for the walls of the roundabout.  At the Marion roundabout, storm work is currently being completed on Michigan Street and grading has begun for the roundabout.  In Division A, all pipework is completed and the houses have been demolished but not backfilled.
·        Upcoming: Next week, Rieth-Riley plans to continue paving the sidewalks that have been removed in the downtown area.  Woodruff will begin structure work in this area at the beginning of the week.  At the Marion roundabout, they are awaiting locates to begin duct bank work, but they expect to be out by Tuesday, 6/21.

Utility Relocation Issues:
AEP:   Robert Henry is following Tony’s direction regarding which street lights get removed from Lasalle to Ewing.  Currently there are 4 vaults between Western and Wayne on Main Street at the AT&T building.  3 of these vaults are occupied by equipment.  AEP is waiting for elevation shifts from JPR to begin their work in the area.

Robert Henry: Robert Henry has finished their work on Jefferson Street and the street is now open and paved.  The vault discovered at Fiddler’s Hearth has been filled.  They are now working on at Main & Marion and they expect to complete this work in 2 weeks. 

NIPSCO/InfraSource:  Brian with InfraSource relayed that the 4” main on Washington has been placed and crews are milling and paving the street today.  Also this week, InfraSource has finished work on the service to the Water Works building.  In the Columbia Court area, they are pouring half of the lot today and plan to finish the other half next week.  Also next week, they plan to finish work on the services to Fiddler’s Hearth and The Oyster Bar on Main and remove the rig station discovered at the SE corner of Michigan and Monroe.  Brian hopes to be completely done by 6/27.
            
Comcast: Jay didn’t show.

               AT&T:  I met with Dennis on Wednesday.  He said they have finished the alley crossing at Marion Street.  He will have a crew at Chippewa towards the end of next week to resolve the problem in that area.

Water Dept.:  Ed said that he will be spending the day trying to find out which of the two water services discovered on Main St. feed The Oyster Bar today.  He also relayed that the 8” main that was discovered under the railroad tracks on Main St. between South and Bronson this week has been retired.

Transpo: Michael inquired about when he might expect construction to begin on the South St. approach to the Transpo lot.  Scott said that construction on the approach should both start and finish next week.

Metronet: Ben wasn’t at the meeting today, but Scott brought to light a concern regarding Metronet’s conduit at Chippewa.  According to Scott, the conduit is much more shallow than 9’.  As a result, his crews are being extra careful in the area.
              
MCI : Quentin wanted to know when Rieth-Riley would begin removals of pavement on the west side of Main at Washington Street.  He hopes to have a crew come in right after demolition to do some relocations.  Scott will try to get him a specific date, but he said MCI has about 2 weeks before they will be able to get in the area.

INDOT:  INDOT didn’t have any questions or concerns.

Stakeholder Questions:
Memorial Hospital: Larry is concerned about pedestrian safety on the Family Practice sidewalk at Bartlett Street east of the roundabout.  Scott replied that Rieth-Riley will set up snow fence to protect pedestrians from the drop off resulting from the removal limits.  Also, Larry requested that a stop sign be placed on Riverside at Bartlett Street to slow down traffic.

Leeper Park Art Fair:  Jitin wanted to make sure Rieth-Riley is coordinating with the Art Fair to ensure the safety of those attending.  Scott said that he will make sure the construction area is buttoned up at the end of the day today and he will try to get some plans sent out regarding where they will be working on Saturday, 6/18.

Action Items
1.      Time extension claims 1, 2 @3:  Corbitt understands the importance of these items, but would like to discuss them internally at a working lunch later today.

2.      RFI #4 Permeable Block/decision 4 weeks out:  See Action Item #1 above.

3.      Concrete joint Sealant/price Rieth-Riley:  Scott was expecting numbers and specs by now.  He will call his supplier again today so that he can send these out for approval.

4.      Change Orders 1 or several:  In the future, Scott would like each individual change order to be signed for auditing purposes.  Multiple change orders can then be grouped together as part of a package when they are taken to the board.

5.      Signal changes 10 intersections:  The change order regarding traffic signals was received yesterday.  The revision incorporates 10 signalized intersections, but Rieth-Riley was under the impression that only 4 intersections would be changing.  Further, the strain poles the revisions call for have not yet been ordered due to questions regarding the sizes and quantities of the poles.  Tanner said he will order the poles immediately.

6.      QC/QA HMA/JMFs to Heather:  Scott needed the permit number for the job (provided by INDOT) before he could send these out.

7.      Chip/Main Signal: The NE and SW signal poles at the intersection of Chippewa and Main were staked underneath electric lines, but Rich relayed that the stakes have since been moved to ensure the new strain poles will clear the electric lines.  Pete with Martell also inquired about the sign structure on Chippewa – it will most likely end up as a monotube structure, but I don’t have an official answer yet.  Finally, Martell will continue exploring for the existing box culvert at Main and Ewing.  Scott said that he will have Indiana Earth start their removals on the NE and SW corners of the intersection to assist Martell in locating the structure.

8.      Marion Change order/Prices:  Scott will try to get a hold of Woodruff again today to obtain prices for the change order. 

                                      
Reith Riley Construction Concerns/Questions:
·        After finding vaults in the downtown area this week, Scott is concerned this may be a recurring theme in the downtown area.  Rieth-Riley now has to wait for utilities to relocate their services before they can continue work in the area.  Toy reassured Scott that he now has personnel traveling door-to-door downtown to make sure there are no more surprises.
