Rieth-Riley had a concrete crew that poured curb ramps at the northwest and southwest corners of the intersection of Main and South. They also poured the curb ramp at the southwest corner of Main and Bronson.

Ziolkowski continued forming for the concrete walls in the center of the Marian roundabout.

Pemberton Davis worked on lighting at the Bartlett roundabout.

The weekly progress meeting with utilities was held in the morning. Meeting minutes are below.

·        Traffic closure update:
Washington was opened this morning (7/29). Removals are going to continue on the East side of Main moving south. The switch on Main between South and Bronson will be happening on Monday (8/1). Late next week the switch on Main between LaSalle and Madison will happen along with Michigan at Madison and Marion. Reith Riley is not planning on doing any paving until the week of 8/8 but will continue to patch Bronson and Main today (7/29). Striping will begin down in Division A soon with all white lines being painted along with the left turn lane. Main will also have striping done but will continue with same traffic flow to Barbie. Next Friday (8/5) opening Michigan northbound with extensive barricades. Roger, Scott and Myron agreed to schedule a meeting with Xavier school of excellence (hopefully for 8/3) to discuss the traffic changes, hard dates for when things are changing, and the fact that the city is not going to be doing any work on the approach.
Utility Relocation Issues:
AEP:   Complete

Robert Henry: They still have work just North of South Street on Main Street, approx. 2 weeks to have work completed. Will move further south after the traffic switch. Will also be addressing the complaint about lose asphalt on Main.

NIPSCO/InfraSource:  Patching on Lafayette is finished. Need to contact Brian to follow up on replacing curb. Toy would like to schedule a meeting with Brian to go out and look at the curb.

Comcast:  Still need to get a line across at Marion. Tony agreed to schedule a meeting to get this figured out.

               AT&T:  Manhole adjustment at South street is being addressed by Tony. He spoke to Dennis and said that it will be taken care of by the end of the day today.

Water Dept.:  Ed does not have the manpower to make the valve adjustments needed. Reith Riley is going to look at the issues and work alongside Ed to either fix all of them or prioritize the issues in the wheel path and fix those first. Also going to be looking at taking hydrant valves and moving them to valve boxes.

Transpo:   No issues, going to be switching route to use Monroe and South. Reith Riley said that this would not be an issue.

Metronet:  Items needed have been shipped and are hoping to be installed on Monday  or Tuesday of next week (8/1 or 8/2) and should not take more than a day to complete.
              
MCI :  Will be coordinating with Reith Riley to set up a time late next week to make adjustments.


Utilites Q/A: Roger had a question about the downtown wifi and is going to set up a meeting with Martell to coordinate and sort out issues. There is an issues on Park lane by the hospital with torn out areas of the wheelchair ramps with barrels over the affected areas. No one was sure of what was happening and the city and Reith Riley agreed to look into the situation.

1.      Strain Pole Change Order: Good to go, Scott will make edits to send to the board, Corbitt agreed to send an email giving the ok to move forward.

2.      Saigon Drive and Parking Lot: Started removing sidewalk and intersection face. Owners would like for the sign to stay. The fence is being changed to a 3 ft fence due to ordinance. Kevin, Scott, and Chris from Milestone fence to discuss the new fence. New pavement in the lot should not take longer than a day to complete and for the convenience of the owners it would be best to have the work done on a Wednesday.

3.      Signal Cabinets/status:  Still waiting on prices for the cabinets. If the prices are obtained the issues will be addressed in the current change order, if the prices are not obtained it will be removed from the change order.

4.      Work on East side of Main/shutting down: No issues

5.      Chase Building Sidewalk and Access and Construction: The header and curb are going to be put in and the rest of the area is going to backfilled with stone. The sidewalk is not going to be touched until April 2017.

6.      Heated Sidewalks at Library:  Roger confirmed that the bike racks are out and the book drop has been moved so that the sidewalks in front of the library can be removed. It was made a point to note that not all of the sidewalk is being taken out, there is a small section by the front door that is going to stay. Tony, Scott, and Myron agreed to meet with the library to discuss issues with heated walks.
7.      Color Approval for Splitter Islands: Corbitt approved and Chris Chockley from JPR approved
8.      Water valves adjust to grade: Walkthrough with City, Rieth-Riley, and the Water Dept. is needed to determine scope
9.      Metronet MH/Vault at NW Corner Marion/Main: Myron is going to call Ben Hudson to discuss the issues.
10.   Block detail for Permeable paver band: This issue was discussed and Roger was going to draw up the new solution.
 

City Concerns/Questions:
·        The fire hydrants on St Joe need moved out. Toy and Rich are addressing this issue
·        Sign issue on Michigan: The sign does not fit with current utilities. City agreed on the solution to talk to Metronet and AT&T to see if either would be able to relocate. If this is not an option next solution is to encase Metronet and install the sign. Myron and Rich both agreed to push back installation until utilities have been sorted out.
·        Milling will begin after August 8th from Marion North
·        Tentative plan for the mayor and council to walk through some of the construction site.
·        Corbitt brought up also paving some of the side streets while work is being done. Scott is going to look at the area and evaluate options.
·        Marion plans call for decorative concrete in bike path but it should be 5” concrete.
·        Someone needs to check bike path striping to be consistent through the divisions.

Rieth-Riley had a concrete crew that poured the remaining sidewalk on the west side of Main St. in front of the Madison Oyster Bar. Then they poured sidewalk on the west side of Main between Marian and Madison. 

Rieth-Riley also poured the concrete circle around the center pedestal of the Bartlett roundabout.

Rieth-Riley's grading crew was grading sidewalk on the west side of Main St. between South and Bronson.

Pemberton Davis was running conduit on at the intersection of Main and Jefferson. They also set handholes at Main and LaSalle.

Rieth-Riley had a curb crew pouring curb for the southbound lanes of Main St. between South and Bronson.

A second Rieth-Riley crew pouring sidewalk on the east side of Main St. between Marion and Madison. In the afternoon they poured sidewalk on the west side of Main St. in frno of Fiddler's hearth and Madison Oyster Bar.

Indiana Earth removed sidewalk and curb on the west side of Main St. in front of Madison Oyster bar and Fiddler's Hearth.  backfilled the inside of the roundbaout walls at the Bartlett roundabout.

Rieth-Riley had two concrete crew pouring sidewalk on the northwest and southwest sides of the Marian roundabout. In the afternoon they formed the section of sidewalk on the west side of Michigan between the Marion roundabout and Madison.

Indiana Earth backfilled inside the walls of the Bartlett roundabout.

Ziolkowski continued setting rebar cages and formwork for the concrete walls in the center of the Marion roundabout.

Pemberton Davis worked on light foundations on Main Street from Marion to Lasalle.

Rieth-Riley had a concrete crew that poured the final sections of Bronson west of Main. The crew then moved to the Bartlett section and set forms for sidewalk on the west side of Michigan working north from Navarre.

Pemberton Davis installed the mast arm for the signal pole at the southwest corner of Michigan and Sample.

Ziolkowski continued setting forms for the concrete walls in the center of the Marion roundabout.

Reith Riley worked on sealing the Bartlett Street Round-about walls.

Indiana Earth worked on grading  out the sidewalk on the west side of Michigan between Bartlett and Navarre.

Rieth-Riley had a concrete crew that poured the south lanes of Bronson St west of Main. They have a small portion of Bronson St. left to pour tomorrow. The crew also poured sidewalk on the west side of Main between Washington and Jefferson just south of the courthouse driveway.

Rieth-Riley also had a grading crew applying water-proof sealant to the inside of the roundabout walls at the Bartlett roundabout. 

Indiana Earth was at the Bartlett roundabout beginning to backfill inside the roundabout walls.

Ziolkowski was erecting wall formwork at the Marion Roundabout.

Pemberton Davis was installing tesco and signal cabinets at the intersection of Main and Washington.

Rieth-Riley had a concrete crew pouring pavement on the southbound lanes of Main St. north of South St. Pavement was poured from Line MAI Sta. 722+70 to 723+60. They also poured the South St. approach for the Transpo lot. In the afternoon they formed the south side of South St. west of Main for concrete pavement.

A second Rieth-Riley crew poured curb on the northeast corner of the Marian roundabout and the splitter island and curb on the north roundabout approach. The majority of curb for the Marian roundabout has been completed.

Indiana Earth had a one man crew saw cutting on the east side of Main St. between LaSalle and Washington. Another Indiana Earth crew was removing pavement on the west side of Main south of Madison Oyster Bat and north of Washington. Indiana Earth also graded the center of the Marion roundabout in the area inside the roundabout walls.

Pemberton Davis ran conduit for a signal cabinet and a Tesco cabinet at the southwest corner of Main and Washington.

Ziolkowski has finished stripping formwork from the Bartlett roundabout walls. Crews continued working on wall foundations at the Marian roundabout.

Reith Riley sealed the Oyster Bar block wall

Rieth-Riley had a concrete crew pouring the soundbound lanes of Main St. between South and Bronson. Pavement poured today went from approximately Line MAI Sta. 722+00 to Sta. 722+70. A 3-man grading crew graded the Transpo approach on the south side of South St. 

A second Rieth-Riley crew was pouring curb in the Marian section. Curb was poured on the north side of Marian between Line PR-A Sta. 22+65 to Sta. XX+XX.

Pemberton Davis poured foundations for light pole and signal poles at the intersection of Main St. and Washington. 

Indiana Earth had two removal crews working in the downtown section in the afternoon. A 2-man crew continued removals of pavement on the west side of Main between Washington & Colfax. A crushed concrete temporary drive was made for the alley near Fiddler's Hearth. The other 2-man crew backfilled and graded the southwest corner of the intersection of Main and Washington for curb. 

Ziolkoski finished the block wall to the Oyster Bar.

Rieth-Riley had a concrete crew pouring the southbound lanes of Main St between Bronson and South. Pavement was poured from Line MAI Sta. 717+47 to Sta. 720+30. In the afternoon the crew set forms for the next section of concrete which will be the southbound lanes directly north of what was poured today.

Ziolkowski was on site at the Marian roundabout pouring concrete foundations for the roundabout center walls. They also continued stripping forms from the walls at the Bartlett roundabout.

·        Update:  This past week, the walls at the Bartlett roundabout were poured and forming for the walls at the Marion roundabout began.  In the downtown area, Woodruff has been placing finishing touches on pipe and structure work as Pemberton Davis continued pouring mast arm foundations and pulling traffic signal conduit.  Rieth-Riley poured curb on the west side of Main between Lasalle and Colfax early in the week.  On Thursday (7/14), their paving crews moved into the west side of Main between South and Bronson streets to begin placing concrete under the bridge.  At Chippewa, paving of the roundabout was completed and paving of crosswalks began.  North of the roundabout, milling from Chippewa to Ewing on Michigan Street began today (7/15).
·        Upcoming: Next week, Rieth-Riley plans to continue pouring sidewalks at both the Bartlett and Marion roundabouts.  At the Marion roundabout, more curbs and approaches will also be graded and placed.  Early next week, Rieth-Riley is scheduled to begin milling between the Marion and Bartlett roundabouts before continuing the milling operation north of Bartlett to Angela Street.  Upon finishing the milling operation, the new surface will be placed towards the end of the week.  Downtown, more curb will be placed working south of Colfax Street on the west side of Main.  Paving of the west side of Main between South and Bronson Streets is set to be completed early next week.  On Tuesday (7/19), Rieth-Riley may begin restricting traffic to one lane in the downtown area to begin removals on the east side of Main Street.  At Chippewa, milling and paving will continue on Michigan Street from Chippewa to Ewing.  Placement of sidewalks and curbs will also continue throughout the week next week.

Utility Relocation Issues:
AEP:   SE corner of Chippewa down guide in the sidewalk needs relocated.   Rich also mentioned an AEP service that may have been damaged at Donmoyer – he called about having someone come to check on it, but he has not yet heard anything.

Robert Henry:  Jimmy relayed that Robert Henry has finished their work on the north side of the job.  They finished patching their work on Western earlier this week and will move to Washington Street starting Monday (7/18).  There they have about 3 days of work to do from Main Street to Lafayette.

NIPSCO/InfraSource:  Phil was able to complete the taps he had scheduled this week, but unfortunately he still has stops to do.  He’s now on schedule to have this work completed by Monday (7/18), but he can’t guarantee this will be the case.
            
Comcast:  Jay didn’t show.

               AT&T:  Tony hasn’t yet heard back from Dennis regarding the pedestal at the bill board near Marion Street.  It needs to be relocated or abandoned, but the lines may still be active since they are still being marked by the locate crews.

Water Dept.:  There was a discussion today regarding how valve adjustments will take place as we move from areas of full pavement removal to mill and fill areas.  Where full removal was taking place, Rieth-Riley has been replacing valve boxes with new ones provided by the Water Dept.  In mill and fill areas, however, replacing these valve boxes becomes a whole new task.  Further, in the mill areas on the plans, there are many water castings that are not accounted for that will most likely need to be adjusted to grade.  Regarding the Water Department’s downtown office, Tony assured Emily that their drive will be replaced with stone immediately following its demolition next week.  Pat brought up a hydrant relocate that needs to take place on the NW corner of the Chippewa roundabout.

Transpo:   The South St. driveway is set to be placed next week.  When traffic is switched to the west side of Main Street, however, buses will not be able to turn east onto South Street.  Instead, they’ll need to detour to Sample Street and take Michigan back up to their new South Street approach.  Tony stated that this traffic switch is set to take place in about two weeks.

Metronet:  Ben relayed that Martell is awaiting the delivery of a part necessary to repair the busted conduit at the intersection of Main and Jefferson.  He hopes to have this part and repair work done by the end of next week.  After Ben left, Toy decided that a 2” conduit will be run on the east side of Main instead of a 3” conduit.  This conduit has already been ordered and this decision avoids the need to bore on the east side of the street.
              
MCI :  Tony has been coordinating with Quentin regarding any MCI relocates that need to take place.  So far, there haven’t been many issues save for a few adjustments of castings to grade on the west side of Main Street.

INDOT:  INDOT didn’t have any questions or concerns.

Stakeholder Questions:
JMS Building:  Toy planned to meet with the construction manager of the JMS Building later today to discuss a work schedule for the coming weeks.  To complete their vault work, they require 5 – 6 working days with a lane and a half on the east side of Main, which may conflict with Rieth-Riley’s plans to begin removing the east side of Main next week.  Further, JMS is planning to pull street lights surrounding the building and the pedestrian pole on the corner of Main and Washington on Tuesday.

1.      Strain Pole Change Order: Myron will get a message to Corbitt and then get it out.

2.      Saigon Drive and Parking Lot: Roger relayed that the City and Rieth-Riley should have a design back by this afternoon.  Scott asked that some verbiage be added to the change order regarding the request that the work occur on a Monday.  Tony did bring to light some concerns about working around the schedules of everyone else, ultimately impeding their ability to make progress.

3.      Work at Madison Oyster Bar:  Ziolkowski placed the wall at the Oyster Bar today.  Flow-filling should be finished by the end of next week.

4.      Signal Cabinets/status:  Tanner stated that he is awaiting a response from Traffic Controls Corp.  He will follow up after the meeting, as will Roger.  Following from this conversation, there was a discussion regarding utilities and storm pipe conflicting with the proposed locations of mast arm and cabinet foundations.  A list of these locations will be compiled so that further action can be taken.

5.      Crosswalks on Side Streets:  I believe we’ve finally gotten caught up on placing all of these.  Moving forward, I asked Tony to keep an eye out when we take out crosswalks to make sure there is at least one means of crossing each way across the street.

6.      Work on East side of Main/shutting down: Toy decided that demolition of the east side of Main can begin and traffic can be restricted to one lane.  Looking forward, we’ll need to start thinking about side street traffic…?

7.      Inlet Structures at Chippewa Roundabout:  It was decided that the structures in question will be tack-welded and the edges beveled.  This way, traffic can begin traveling on the structures and a decision can be made at a later date regarding whether or not changes need to be made to avoid damage to the roadway.

8.      Curb on Main:  Some curb and some sidewalk may need to come out around the handicap area on the west side of Main between Lasalle and Colfax to accommodate for the errors in elevation.  Roger would like to get a new crew from JPR to topo the entire job so that such problems can be avoided in the future.  Tony was given the go-ahead to continue placing curb.  In the meantime, however, I’ll be on site with the survey crew to fix any problems before they take place.

                                      
Reith Riley Construction Concerns/Questions:
·        Pat requested some direction regarding how the City would like to move forward with the permanent pavement striping beginning next week from Ewing to Chippewa on Michigan Street.  It was decided that all striping can be done except for the center yellow stripe to avoid any confusion about whether or not the street is open to two-way traffic.  Looking forward, Roger would like to meet next week so that we can begin thinking about the work required and a potential date for opening this section of Michigan Street to two-way traffic.
·        Tony mentioned that he was still awaiting an answer regarding the hospital’s fiber vault.

City Concerns/Questions:
·        Toy wanted to bring to Rieth-Riley’s attention the fact that there will be more activity around the Marriott Hotel in the coming weeks as their work begins.
·        Tanner with Pemberton Davis requested to receive the signed warranty for the crosswalk systems at the Marion and Bartlett roundabouts.  Without it, the warranty is reduced from 5 years to 1 year.  Though I have emailed the City office, I have not yet gotten a response.  Further, Tanner relayed that he was still waiting on D-sign designs.
