Indiana Earth worked on grading out Bartlett between Michigan and Saint Joe.Indiana Earth had to lower a gas service that was in the realigned Bartlett's subgrade. 

 Woodruff worked on storm sewer west of Michigan on Bartlett.At approximately 3:15 p.m. we were notified that the hospital parking lot did not have power, we discovered that one of the conduits Woodruff cut actually did have wires in it. Pemberton Davis was on site to make the repair.

The weekly progress meeting was held today. See meetings posted below.

Had a meeting at the City with an update on the AEP work that will be taking place on Michigan Street. between Western and Colfax.


Went and looked to see if there is a vault under the Chase tower building.

The Weeks up Coming Events/Schedule
Reith Riley will start working on Division A at Chippewa and Main St. They will have the far right lane closed on Main St. at that intersection.

Division B they work on removing the Mar Main pharmacy and build the temporary road from Michigan to Marion. At Bartlett Street they will work on curb and pavement between Saint Joe and Michigan. They will also work on structures west of Michigan.

Utility Relocation Issues:
                AEP:   Bartlett Street: AEP will set back some street lights on Bartlett Street, all other work on Bartlett is complete. On Marion Street the pole relocation east of Michigan has been completed. When this work was done it blackened the east side of Michigan between Marion and Navarro. At Chippewa the Transmission Line running east and west is still not relocated. Tony Marcia anticipated AEP will start working on this area in another week and should be done by the end of May.

                Robert Henry: is working at Wayne and Main St. They are 4 days ahead of schedule.

                NIPSCO: Will be bringing in a third crew and the will start working from Lassalle to Madison on Main St. The City is still concern about the crossing at Colfax and Main.
                Comcast: We’ve completed Bartlett, hope to have the city permit soon and start Chippewa next week. I believe Rogers question about the progress down town was answered by Rick Walstra last week! Thanks

                US Signal: Has the Engineering work completed on Chippewa Street and is working on getting the permits. They will then get started. US Signal will be responsible to move the Windstream cable that is bundled with its cables located on the East side of Michigan.

                Windstream on Main Street is taken care of. On Michigan Us Signal will be handled the relocation. 
                AT&T: Did not show up. They still have the issue at the ally on Bartlett street just west of Michigan. A new issue arose with the AT& T vault on the North West corner of Bartlett and Michigan. A meeting will be set up to meet with AT&T, Reith Riley, JPR and the City.        

                Water Dept. was unable to attend. They called and had no issues.

City Concerns/Questions: Corbett asked about the Video Cameras that need to be placed. Martel is going to meet with the City Monday.
Corbett informed Reith Riley to wait on working on South Street and Michigan and South and Main as long as they can. The removal of the signs may not happen. They need to proceed per plan on all other locations.

Indiana Earth worked on removals on Bartlett Street at the north east corner of Michigan and Bartlett. They also worked on placing dirt behind the curb on Bartlett between Riverside and Saint Joe. They also worked on rough grading on Bartlett St. just east of Michigan.

Woodruff placed structures on Bartlett Street between Saint Joe and Michigan. We met with Bob Krol, Ed Herman, Toy Vila, and Tony Kasar on site to discuss the connection between structures 811 and 813A. The an issue arose with a conflict with the storm sewer and the water main. I was decided to lower the storm sewer and have no fall in it. This would lower it enough to get under the water line.

Comcast got its cable off the pole at the ally on Bartlett street between Saint Joe and Michigan.

Indiana Earth worked on removals on the northwest corner of Bartlett and Michigan. They also placed top soil behind the curbs on Bartlett Street between saint Joe and Riverside.

Woodruff worked on placing structures and pipe on Bartlett Street between Saint Joe and Michigan Street

Reith Riley poured sidewalk on Bartlett Street between Riverside and Saint Joe on the south side of the road. They then poured the sidewalk at the doctors office on the south east corner of Michigan and Bartlett.

Reith Riley also had a asphalt crew patch the watermain work on Michigan this will allow for Michigan traffic configuration to be shifted to 2 lanes north bound and 1 lane southbound.

Pemberton Davis removed the traffic signals at Main and Broadway. They pushed conduit on Main and Indiana. They also turned the light at the intersection of Michigan and Bartlett to green all the time on Michigan and only turns red when the push button is triggered.

Comcast was onsite working on trenching on the northeast corner of Bartlett and Michigan. The work should be completed by Friday.

I met with Denis Bunch today onsite over the AT&T vault at Michigan and Bartlett north west corner. Denis would like to move the vault to behind the curb line. Moving the vault would be in conflict with the new storm sewer being placed. Tony made a suggestion to reroute the storm line. I brought this proposal to the City and they would be receptive to the idea if AT&T would pay for the new structures needed to move the line. I informed Denis of the City's counter proposal and it appears the vault will stay in place.

Indiana Earth worked on removing the parking lot on the North West corner of Bartlett and Michigan. They also worked on placing topsoil on Bartlett Street between Saint Joe and Riverside.

Woodruff worked on placing structures on Bartlett Street from saint Joe to Michigan. They rain into an issue with a 6 inch waterline at the intersection of Bartlett and saint Joe. The water-main is in conflict with the storm sewer. The six inch water-main splits into 4 water services right where the storm-line sets. The South Bend water dept was unable to make a decision on where the line run to and will not be able to make the decision until Thursday,

Pemberton Davis worked on the intersection of Michigan and Calvert.

Reith  Riley was having an issue with the AEP pole in the alley between Saint Joe and Michigan on Bartlett. The pole was supose to be removed by March 31st.

Reith Riley had a crew prep Bartlett street on the west side of main to get traffic to the parking garage.

Reith Riley had a crew paving, patching back the pipe cuts,on the east side of Bartlett between Saint Joe and Riverside.  They then went to the west side of Michigan and worked on Bartlett street.

JPR was on site laying out for structures between Saint Joe and Michigan on Bartlett.

Woodruff was setting structures between Saint Joe and Michigan on the new Bartlett section.

Indiana Earth was doing removals on Bartlett between Michigan and Saint Joe. Indiana earth hit a gas line on Bartlett Between Saint Joe and Michigan.

Met with Marcia Quals and several others over the down town arts festival.

Met with Tony Kasar, Phil Griffen and Infrasource about the work taking place in the downtow area. Infrasource will add a third crew to help try and stay out of the way o Reith Riley


Weekly progress meeting

Introductions were made.
Reith Riley gave an over view of the upcoming work for the next two weeks. They will be closing down Bartlett Street between Saint Joe and Riverside on Monday 4-25-16. Starting with removals and placing pipe in this area. They will then move to the west side of Bartlett and work between Michigan and Main Street placing asphalt and building the drive to the parking lot garage. Once that is done they will start building the Bartlett Street by removing the parking lot. At the same time they will be working on the south end at Chippewa phase 1.
AEP has its relocation work done at Chippewa. They will still have to remove some light poles as needed once Michigan closes. They also have work on Marion that will take place once the road closes. Tony macia was not at the meeting to discuss the work at Chippewa The work on Main St north of Chippewa is completed, the old pole was cut at base. I had another job south of Chippewa on Michigan north of Barbie St that is also completed, this removes the tap from the pole line on Chippewa and is fed from the south. The next phase is to re-route the feed to an existing three phase line east of Michigan, which should be completed weather permitting before or by the second week in May, after which I can have the pole line on Chippewa between Main and Michigan removed. We need to be careful here there is a service for the traffic signals at this intersection (Chippewa & Michigan) I need to know when this can be removed. I also met with Phil Johnson from Pemberton Davis regarding service for some new TESCO boxes at the intersections of Indiana and Calvert on Main and Michigan, he will contact me as he moves on to other intersections. I will return Monday if you have any questions. I left a message with a contact at Windstream to call me on the status of their facilities.
Nipsco relocation work at Bartlett is done. Nipsco is now concentrating their efforts on the downtown area. Reith Riley, Nipsco, Infrasource and Myron will meet and go over the progress and dates at street locations, which Nipsco needs to have done in order to stay out of the way of Reith Rily. They also are interested in doing some pot holing at intersections to make sure the lines are not in conflict and having the lines checked for elevations.
Comcast will be starting their work at Bartlett next week that work should take a week. The work at Chippewa is still needing state permits. The City informed Jay that it is a city street now and the permits are done through the city. The City also inquired about the work in the down town area and jay will have to get back with them, a different department is handling that.
AT&T did not show up to the meeting.
Robert Henry went over the work that they are doing. They should be cleared of the work zone as scheduled.
Water Department the 20 inch main installed at Bartlett should be operational by Wednesday. The trucks servicing the building on Bartlett have been able to come in from the North with little trouble.  
The Mar Main Pharmacy Asbestos will be handled by Memorial Hospital. Demolition can then take place on the 5th of May.
The utilities and Stake holders left at this time.
Right of way issues were then review.
Submittals were also reviewed.
Reith Riley questions about RFI #4 the blocks is still being reviewed by the City. The QC/QA questions can’t be answered until Reith Riley provides a price.
A paver block sample was requested by the City for Jitin to review.
Reith Riley asked on the repricing of the QC/QA HMA if they could use rap in the base and intermediate. The City is receptive to that but no rap in the surface.
Pemberton Davis then asked about back plates on traffic signal heads. The City wants the intersections to look uniform. The signals that are getting relocated will not have back plates. The only intersections that will are those that have all new signals which should be Lassalle and Sample.
Pemberton Davis will be making the sign for in front of the office and have it installed by next week.
JPR asked Reith Riley how long and how soon they would need to get the endsection on going into the Saint Joe River. This information is needed to get the waiver. Reith Riley will have to get with Woodruff to get that answer.

A meeting was held a the city building today with Toy, Corbitt, Jitin, Roger, and Michael. This meeting was to go over the utility and property issuse and anything else that could delay this project.

Had a meeting with Pemberton Davis,Martell and Reith Riley over the placement of traffic signal poles and phasing of the signal work. Due to the movement of poles from intersection to a diffrent intersection.

Had a precon with the Northfolk and southern Railroad see the mins below.

This precon was to discuss the work taking place on Main Street and Michigan Street under the Northfolk and Southern. The work on Michigan Road consist of traffic signal work, milling and resurfacing. The work on Main Street consists of removal of the concrete pavement and replacement.
Reith Riley needs to get the insurance submitted to Scott Dickerson ASAP due to the work load in order to get approval ASAP.
A record of Final work needs to be submitted by Structure Point to Northfolk and Southern.
Myron will verify the vertical clearance is maintained per plan.
The right of entry permit needs to be filled out by Reith riley and turned into Ellis.
Reith Riley needs to send a notification of work to HNTB and to Northfolk and Southern
A proses plan needs to be submitted for the removals of the concrete pavement explaining how the removals will be done, and what equipment will be used. A plan also needs to be done on the lighting to insure that there is no need for a flagger. In the plan if a boom truck is working within 25 feet of the structure this needs to be included.
A project schedule needs to be sent out the Railroad to give them an idea as to when the work will take place.
Once the work around the Railroad is completed on Main and Michigan a final walk through needs to be scheduled.

State Barricade closed Bartlett Street at Michigan in-order to relocate the water main on Michigan. Michigan was reduced to one lane north bound and one lane south bound at the intersection of Bartlett. Additional Signage will be placed at Bartlett and Park to help with traffic going into the Hospital parking lot.

Indiana Earth worked on getting the holes ready for the line stops. They also did removals on the west side of Michigan.

Woodruff placed the line stops on the 20 inch water main relocation.

Reith Riley had a crew working on pouring back the ramps on Michigan north of Bartlett and south of Angela. They also had a crew working on prepping Bartlett between Riverside and Saint Joe.

Pemberton Davis worked on Michigan and Indiana. They also set the Street Scape Sign at Michigan and Wayne north east corner.

Talked with Jitin about the asbestas at the Mar Main building. He is going to have Memorial Hospital get started immediately on the removals so that it does not hold anything up.

Woodruff finished placing structures on Phase 1 of Bartlett Street. All of Phase one is complete except for the outfall at the River. This can not be completed until the wavier to enter the river is received.

Reith Riley completed the ramps on the west side of Michigan St between Bartlett and Angela Boulevard.

Indian Earth worked on removals on the East side of Michigan between Angela Boulevard and Bartlett Street.

Pemberton Davis worked on hand holes on Michigan Road at Cavalry and Indiana.

One Way to Two Way Street Conversion
Weekly Progress Meeting 4-15-16

Started with Introductions
Reith Riley then gave an over view of the coming work. Reith Riley plans on placing the 20 inch water line relocation at Bartlett Street. This work will cause traffic on Michigan to be reduced to 1 lane in each direction and Bartlett Street will be closed to the West and will only allow traffic heading north to turn right. Reith Riley will also be working on the east side of Michigan between Bartlett and Angela Boulevard replacing ramps. Reith Riley will have a crew putting Bartlett Street back together between Riverside and Saint Joe. Once that is reassembled Bartlett will be closed between Saint Joe and Michigan and removals will begin. Pemberton Davis will be doing traffic work on Michigan and Indiana removing traffic signals that have already been bagged.
Memorial Hospital had concerns about the removals between Saint Joe and Michigan in regards to their drive for the work trails just west of Saint Joe.
The Water Department was concerned about deliveries to their facility on Bartlett Street. They have a semi delivery weekly that comes from the North and the only accesses to plant is off of Bartlett Street. Special accommodations will be made to assist the delivery.
Utility Relocations
AEP Bob The line on riverside down the ally has been relocated to a temporary pole. Comcast and AT& T have been informed to get their work done down the alley.
AEP Tony was not present and could not give an update on the Chippewa work
Nipsco Phil The work at Bartlett should be completed by Monday.

Utility Upgrade Robert Henry gave an over view of the upcoming work and the past work at this time they are on schedule.

A break was taken and the utilities and stakeholder where allowed to leave.
Additional R/w was then discussed Reith Riley pressed to get the Mar Main property as soon as possible so demolition can take place, since asbestos is in the building. They also pressed to try and get the Sandra Case home before May 21st.
After reviewing the Submittals the flowmeter is still out for woodruff submittal 23 witch is late for due to the flowmeter. The Tesco Cabinet single phase is still out for the Pemberton Davis #6 which is due Monday. After further talks it was determined more help was needed to keep up with submittals. Toy will see if he can find more help.
Reith Riley then had questions about QC/QA Concrete whether the city will be paying bonuses per state spec. Upon further discussion. Reith Riley will submit a new price for non QC/QA concrete and the city will determine what it wants to do. Reith Riley will also submit a price for non QC/QA asphalt due to the coring of the asphalt.
The revision 6 Mast arms was a concern, on how poles at intersections can be taken away and used else wear without affecting the intersection at which the old mast arm is removed. Corbett suggested using the poles from the intersections that are being closed in the downtown area, after reviewing the plans the intersections downtown are not being closed down. A meeting will be set up next week to further discuss the phasing and used pole placement.
Reith Riley also wanted a clarification on the brick pavers being used due to the confliction in the plans details and special provisions. The city wants to be uniform in the details and will review the issue.
The asbestos at the Mar Main building will need to be abated. Reith Riley will have this done as soon as the city has the property owned. A change order will be issued to do the work.
Reith Riley voiced concerns about the sidewalk ramps elevations not working out the plans and having the proper cross slopes and grades.
Reith Riley also questioned the sprinkler system allotment. Since payment is made by the Square Yard, and how will repairs be compensated for.
The City Concerns: the cameras for the down town area. The city will purchase the cameras threw a third party as soon as Reith riley gives the city a price. Then Reith Riley will install the newly purchased cameras.
Additional revisions forth coming at Chippewa are the additional R/W, sidewalk, and an additional driveway to the parking lot. At the Marion round about a loading zone will be added to Main Street in front of the apartment buildings.

Reith Riley had a crew pouring side walk ramps between Angela and Bartlett on the West side.

Indiana Earth finished prepping on Bartlett Street to the west of Michigan behind Memorial Hospitals parking garage.

Woodruff set structures on Riverside and the intersection of Bartlett. After discussion with Chris Chockly and Toy we will eliminate structures 808 and 810 due to a conflict with a phone duct bank.
An abandoned sewer line was encountered while placing the truck line from structure 802 to 806.

Reith Riley had a crew working on pouring ramps on the west side of Michigan Street North of the river to Angela Boulevard.

Indiana Earth had a crew removing trees on the northwest corner of Bartlett and Michigan. They then worked on prepping the west side of Bartlett street phase 1 of the parking garage drive.

Woodruff worked on placing structures on Bartlett. while working from Structure 803 to structure 802 an unidentified concrete pipe was uncovered at an elevation in conflict with the flow line of the new storm sewer. Toy and Chris Chockley were on site to investigate the situation. it appears to be a secondary overflow line of the sanitary sewer. Chris will propose a solution. a second conflict was also discovered. with the duct bank running down the center of Bartlett. The conflict comes into play with the structures on the South side of Bartlett can not be hooked up to the trunk line on the north side. This is also being looked into by Chris Chockley.

I got with Tony to review the tree removal that will take place on Bartlett tomorrow.

During the removals at Riverside a conduit was cut. the conduit was not live. I Had Reith Riley repair the conduit for future use.

Chris Chockley was on site we review a ramp and the work taking place on Bartlett.

The City was working on the intersection of Saint Joe and Bartlett. A void had developed around a structure at that intersection.

Woodruff worked on testing and back filling the 20 inch water line at Marion and Michigan. They also worked on laying out pipe and structures on Bartlett Street by Riverside.

Weaver Consulting was on sight testing the backfill Woodruff placed.

Indiana Earth worked on removals on Michigan north of Bartlett.

Went into the Park at Bartlett and counted a number of trees that will need to be removed. Received complaints due to this being a historical district.

Woodruff worked on the 20 inch watermain at Marion and Michigan. They did not work on the controlling operation due to no structures on site.

Indiana Earth worked on removals on Bartlett and then moved on to Michigan and worked North of Bartlett on the west side removing curb and side walk at intersections.

Pemberton Davis was not on site today.

I Talked to Keven Godridge who lives at 210 East Bartlett. He was not pleased about the work that took place in front of his home and the removal of the trees. I explained what was happening and how long it would take.\

Met with Transpo at the city building and went over their concerns and questions.

Woodruff worked on the 20 inch watermain at Marion and Michigan. South Bend water Dept. helped Woodruff by cutting out the old pipe sections. Woodruff was then able to place the water valves.

Indiana earth worked on removals and clearing on Bartlet from Riverside to Saint Joe.

Pemberton Davis worked on laying out handholes at various locations.

State Barricade closed down Bartlett from Riverside to saint Joe at 7:00 AM
They also closed down the left lane at Marion street and Michigan Road.

4-5-16 Progress Meeting
                Started with Introduction
                Then Reith Riley was to introduce an updated schedule.
Reith Riley did not give an updated schedule, the reasoning was they did not have the submittal back for structure 802, or rim elevations for Chippewa or Marion. They also noted the lack of a permit for getting into the River. They proceeded to give an oral presentation. They will be working at Marion and Michigan moving the water 20” waterline which is anticipated to take the rest of the week. They will be working on removals on Bartlett from Riverside to Saint Joe this week. They plan on working on Michigan Street north of Bartlett to Angela Boulevard, on the intersections pedestrian ramps, working on the east side first and then moving to the west side. 
                Utilities
AEP Bob Strasburg:  AEP will be out today to remove the light poles on Bartlett from Riverside to Saint Joe. Which is a week later than scheduled. They will then work on the line down the alley east of Michigan next week, and should take a day to set temp pole.
AEP Tony Macias gave an update on the Chippewa intersection and it was stressed that he be done with his work before the first of June. He also filled us in that the Windstream line was on Main Street not Michigan as originally thought.
Nipsco will be done with the Bartlett street intersection by April 15th.
Comcast did not attend, but Jay Castello did email stating, I’ll run by today to see if the R/W is staked and probably wait till the trees have been removed before I bury the new line. At Chippewa I’ll check with my contractor to see when they will start and let you know. On Main north of Chippewa the underground was installed yesterday and hoping to have the service removed from an old transmission pole for the project. I’ll keep you posted with updates.
US Signal did not attend.
                Utility Upgrades
AEP/Robert Henry gave a brief time frame on the work and how it is progressing. The work at South Street is complete. They have moved to Main and are working from Columbus Court to Jefferson St. and this work should be completed by the 18th. They will then move south from there.
Nipsco/ Phil Griffin: while working on the Nipsco upgrades downtown they ran into a vault on Main St. North of Colfax to the alley. The vault goes all the way out to the curb line.

                Reith Riley Construction Concerns
Was wanting more information on the vacuum line running out of the hospital east down Marion and the vacuum line running to MAR Main.
Joint lay out for Main by Bronson will be State standard.
They asked about the duct bank on Michigan by Madison at the current location and it should be out of the way.
Reith Riley needs to send a letter to the City and then the City will request a waiver
 from the DNR to work in the River.
Tanner asked about the permits and occupancy bond. He was having trouble getting them from the City Toy looked into it during the meeting and the fee will be waived.
Reith Riley was having trouble with residence parking on Bartlett after it had been closed.
                City Concerns
Field office is still not ready to move in.
Railroad Insurance- Reith Riley needs to get for Michigan St. and I need to get a precon scheduled with the Railroad.
Video Camera’s for the downtown area: Corbitt is going to review  the option of placing them on the buildings verse poles.

Woodruff mobbed in and did lay out work for Monday.
No one for Reith Riley on site today.
Met with Comcast and the City about the possibility of Comcast running a duct down Main st. Several different routes where discussed, Corbitts preferred route was down main street.
