Met with the City of South Bend and Transpo and reviewed Bus routes and the rerouting of the buses during the construction of the down town area. Also discussed the moving of pickup areas and placing temporary signage for the stops.
Then went and looked at locations for the web cams, with Toy, Josh, Larry Lies and Scott Kirkpatrick. Placing the cams at Bartlett st., Marion Street, Century Center and the parking garage on Main Street.
Then i met with Bob Strasbourg at the intersection of Marion and Michigan. We reviewed the overhead power lines that will need to be moved. The power pole on the north side of Marion just east of Michigan will, need to be removed by May 21 due to a pipe that will be running right next to it. This in turn will cause 4 street light on the east side of Michigan north of Marion to go down.
I then talked to Tony Macias about Windstream on the east side of Michigan at Bartlett Street.
He is going to look into it and see if Windstream has a line at that intersection.

Utility Issues
Nipsco
will be at Colfax and Main for 2 to 3 weeks. They will be working from Lassalle
to Colfax should be done by mid-April, Lassalle North should be done by May 7th.
InfraSourse is supposed to have a schedule to Nipsco by the end of the day.
AEP
will remove the poles on Bartlett next week from Riverside to Saint Joe Street.
Then work on the temporary feed at the ally between Saint Joe and Michigan.
Comcast
had no hard date on the work at Bartlett or the work at Chippewa.

i called Denis Bunch after the meeting and he plans on having the line at
Bartlett moved ASAP
US
Signal and Windstream at Chippewa was discussed and contact information for
Windstream was not known by anyone.
The city will be working on Main Street from Madison to
Marion Street next week trying to locate electric duct banks. They city
requested Reith Riley to lay out structures in the area to help make sure the
Duct banks and sewer lines are not in conflict.
Additional
R/w and Encroachments Marmain is complete, Palmer funeral hope to be signed and
done in 30 days, Chase bank by the End of May, Cavalry Temple still negotiating
, 5th /3rd Bank still under discussion.
Submittals
Reith Riley requested that when submittals are signed by the designer and more
than one designer is involved they do not receive the approval until all three
sign off. Roger called JPR was called due to the structures not being completed
yet. The Temporary Panel Signs were also discussed that a plan change would
have to be made. Reith Riley asked about Rim elevations not being on all the
plans. They also requested the CAD files for all the plans so it can be used
for layout.
Web Cameras Reith Riley is working
on getting the camers and getting them placed. The cost of providing the
cameras is on Reith Riley, if the City decides to keep the cameras when the
work is done then they will buy them.
Videoing the Street will be done
by a hired company. If the Video work is not done before Reith Riley Starts
doing any construction work then Reith Riley will video the area they are
working in themselves.
Construction
Sinage: temporary RCA signs will be placed next week. Message board signs will
be placed next week on Riverside and Bartlett informing of the closure.
City Concerns: Possible paving by Xavier
School prior to the start of the school in August. Ground breaking will be
coordinated with the Mayor’s office. The location of the field office was
discussed and the use of a building instead of a trail. This will have to be
run by Eric.

Met with Bob Strosburg from AEP, Jay Costello from ComCast and Toney Kaser from Reith Riley at Riverside and Bartlett. Bob is going to remove the light poles on Bartlett from Riverside to West to the first street, next week. He will then place a temporary pole for the utilities running down the ally just East of Michigan road on the edge of the RW in the Park.Once the storm sewer line being placed by Reith Riley is run past the temporary service a permanent service will be placed under ground. Comcast also has a line running in the same area that is attached to the AEP Pole that needs removed. Comcast is intending to trench in a new line and bore a line deep enough to avoid the new sewer line. A time line was not given on Comcast work.
We then went to the South end of the project and met at Bartlett and Michigan St.(Jay, Toney & I). Jay explained how he was going to move the line along Michigan, Chippewa and Main. He informed me that it would be the first of May before this work can be completed. He then informed me that the lower line on the East side of Michigan running North and South was not his cable.
Upon further investigation it was determined to be US Signals. I contacted Chris Olszewski of US Signal he confirmed he had a line in that area. He plans on having TurnKey get out there as so as possible. He then informed me that Windstream has a fiber line that is bundled with his lines crossing Bartlett. The City, AEP and Reith- Riley met about the new conduit runs in the down town area. Reith Riley informed me of the meeting. I also talked to Reith Riley about getting a field office.

Met with Rich Estes about Smart Sheets at 9:00. Talked with Corbitt about submittals. he said all submittals should go to Roger Nowrot and all plan Changes/addendum's should also go to Roger. Roger will then send them to the appropriate designer, for checking. Corbitt also gave me an organizational chart as to the chain of command.

At 1:00 pm had a utility meeting with Nipsco, Reith Riley, the City of South Bend and Infra Source.
Discussed was Nipscos plan to upgrade the current lines they have in the downtown area. They want to up grade on Main Street from Madison to Jefferson.with work on Madison, Colfax, Washington, and Jefferson. and a small hook up on Michigan between Washington and Colfax and work on Lafayette North of Washington. Infra Source explained it would take around 10 weks to do all the work. The area will be torn up until the end due to the termination process. Reith Riley has the option to let NIPSCO work in the area,while they are working in the same area. Further discussions will take place to see if the timing can be worked out.

We discussed the service points to the Vaults. the runs will stop just short of the vault and AEP will finish putting the hole in the Vault and the connection. We reviewed Peberton Davis will do the Division B lighting and Martel will do division A. Tony from AEP will cordinat relocates on the South end from Chippewa to Western. Fran will handle Western To LaSalle and Bob will handle LaSalle North. Robert Henry will be handling the light removal. Bob pointed out some poles on Riverside will need to be moved and lighting in that area will be affected. The poles at riverside should be removed by April 4th. Bob also pointed out the electric issues with the sign at Marion and the electric involved with the removal of the Mar main building. During the placement of new lighting AEP will work with the contractors and the city to try and limit the number of poles taken out of service at a time.

discussed the chain of command and Communication.
Myron will be the
lead inspector and main contact. Rich, Nadia, Kevin, and Josh will be onsite
inspectors. Toy Villa, and Roger Nawrot will also be involved.
The sources to communicate will be 311 system, DTSB, Bill
Boards, and a Website. Target date for the website is March 17th.
Reith Riley then made
a brief presentation on the schedule
Division A is Ewing to Chippewa on Main and Michigan St.
Division B is Ewing to Angela Boulevard on Main and Michigan
St.
Division A work will start on the north west corner of Main
and Chippewa around the end of March. They will then close Michigan and
Chippewa around the end of May and reopen it the first of September. Then on
Division B work will start on Bartlett Street at the river doing the outfall.
Work will take place on Bartlett from Michigan to Riverside and Bartlett from
Michigan West. Once that is completed the roundabouts at Marion and Bartlett
will be closed sometime around the 23rd of May and reopened around
the first of September.
Once the brief overview was done the meeting was moved to
the back of the room for the visual aids. Once at the back of the room Reith Riley
went over their tentative schedule while everyone looked at the plans. They
discussed the two week look ahead schedule that they will be up dating weekly.
They also discussed the detour routes around the hospital and the utilities
work that will be happening along with the new construction. I@M will be
working on Main from South Street to Columbus and Michigan from Marion to
Bartllet. Nipsco will be working on Main
Street from Madison to Jefferson.
The downtown development going on at the same time, will be
the Chase Tower, Lassalle Motel, Marriott, and Memorial Childrens Hospital.
These construction projects will have to be coordinated with the two way
conversion.
Memorial Hospital will be running a discharge line down
Lafayette. This work will need to be expedited so Lafayette will not be
affected during construction because it will be a main in and out for the
hospital.
Prior to traffic switches
a mass emailing will be sent out. The work schedule will 6 days a week 10 hrs.
a day.
Maintenance of
traffic was the next topic discussed.
Two official detour routes for trucks will use the bypass to
Cleveland. The secondary for cars is 933 to Sample to Twyckenham to Douglas to
933. To assist the emergency vehicles accessing the hospital a temporary road
will be built at Marion Street. This temporary road will allow traffic to go
north on Michigan Road, but traffic will not be allowed to go south on that
road. Concerns about getting around were then discussed. Main concerns where
getting patients across Michigan from the East side of the hospital complex to
the emergency room on Lafayette. Employees and Patients just getting to the
Hospital.
The meeting then went to the back and looked at
Visuals. While looking at the visuals
several questions were asked about how to get around. Temporary pedestrian crossing at Navarre may
need to be addressed with ramps. The need
to have meetings and update mailings with the Hospital. Specialty signs will
need to be placed for the emergency room differentiating Hospital and emergency
(Make red letters). Also specialty signs will be needed for the Skyway and Ebliar
Warner building. Transpo drop offs at the Hospital will have to be changed when
Michigan is under full closure.
The next session was
contract provisions
A description of the work was reviewed.
Legal Relations was reviewed.
Bonding-Insurance requirements was discussed and Michigan
and Main St. will both need separate insurance policies.
The prosecution and progress was reviewed reaffirming
intermediate completion dates and final completion dates for all phases.
The change of contract time was stressed and can only be changed
by change order. Any changes need to be submitted as they happen and not at the
end of the job.
Liquidated Damages were discussed and it was noted that a $1500.00
a day bonus would be given for opening the road to two way traffic early.
Retainage and final payment was discussed. Reith Riley and
Myron will review quantities on the 25th of each month and an
estimate will be processed by the 30th.
Maintenance of traffic: the original MOT is already
approved. Any Changes need to be submitted for approval.
Submittals should go to Myron for distribution. Once they
are distributed there is 5 days for review. A submittal log will need to be
created. Smart sheets may be an option for a drop box for submittals.
The testing on the job will be performed by Weaver Boos.
The backfill material if needed will be provided by Reith Riley’s
pit.
Topsoil will need to be provided for the sod. No seeding on
this contract. Acorn will be doing division A and Slussers will be doing
Division B.
Mobilization and demobilization was reviewed.
Erosion control reports will be done by Tony Kaser of Reith
Riley.
Emergency Contacts were given to Myron along with
subcontractor list and materials list.
Direct all media to Kara Kelly and when the media shows up
on site call Myron immediately.
The preconstruction Video has not yet been taken.
The Video cameras to link to the webpage have no pay item.
There is a NGS monument at Chippewa and Michigan St. that
will require coordination with the Lawson Fisher to have it reestablished.
Extra conduit was placed on this contract for areas where
future upgrades to the infrastructure of the City could take place. Contact
Myron before the extra conduit is placed.
The temporary signs being placed that are over 20 feet wide
are being reviewed for the print size to reduce the size of the signs. Reducing
the size will be critical in keeping the signs upright.

Worked on Meeting min. submittals and met with Robert Henry and Reith Riley.
At the meeting it was Tony Kasar from Reith Riley and Robert Henry's project Manager. The meeting was to discuss the AEP conduit being placed in the down town area of Main Street that will affect the work Reith Riley has to do. Robert Henry will also be doing some work for Comcast in the same trench that they are doing for AEP. Robert Henery estimates it will take them 3 months to do all the work they have to do. They have work on the east and on the west side of main street, which will cause issues with having Reith Riley in the same area at the same time. They also informed Reith Riley of an AT@T line at the intersection of Western and Main that is in the pavement.

March 10, 2016
The utility preconstruction meeting started out with a brief
overview of the limits of the project, from Angela Blvd to Chippewa Ave on Main
Street and Michigan Street. There are roundabouts at Bartlett St. Marion St.
and Chippewa Ave. The time frame at which the project would take place Reith
Riley would like to get started the last week of March or the first week of
April. The intersections of Bartlett St and Marion can closed be from May 7th
to Sept 7th and Chippewa can be closed from June 6th to
Aug 5th.
Then introductions
were then made: (see attached sign in sheet)
Rieth Riley
comments:
Rieth Riley then gave a brief over view: Anticipate starting work the last week of
March/first week of April. They will be
having 5 crews working simultaneously. Crews
will be working at Bartlett, Marion, Chippewa, the Railroad underpass and a
crew working on Street scape. Rieth
Riley’s schedule is first starting on the south end at Main and Chippewa doing
the west side of Main at Chippewa. On the North end they will be starting the
storm sewer at the river and working on Riverside on the East side of Michigan
Rd St. At Marion St Water main relocation is the first priority. On Main St and
Michigan from Lassalle to Ewing Rieth Riley will be working the west side of
both streets first.
AEP Comments:
Talked about the open cut conduit that was going to be
placed on Main Street from South St. to Columbus St. and on Michigan St. south
of Bartlett to Marion and west on Marion to just short of Lafayette St. AEP has
over 30 work orders they plan on starting around March 14th and Finishing
around mid-June. Rieth Riley noted the AEP work in the contract and the open
cuts are not mentioned in the contract. When Bartlett St. closes AEP will have
a lot of work in that area to do, which will have to be done when the road is
closed.
Corbitt explained that there are two parts to the utility
work. One portion of the utility work that is required is to get the job done
and part two the utility work that the utilities would like to get done in
concurrence with the work being conducted by Reith-Riley. Marion roundabout is the case were relocation
and upgrade is getting done together. Some network upgrade that needs to be
done is separate from the two-way project.
Reith Riley really needs to see a breakdown on were all this work really
is so they can work it into their schedule.
Corbitt asked AEP to get Reith Riley a set of plans regarding the
network upgrade.
Back to AEP
AEP would like to have a meeting with Reith Riley separately
so they can go over the work and time frame so they are not in the way and are
flexible with what they can do. Some of
the relocations have to be completed before Rieth Riley can start work will. One transformer has been relocated already
and the other one will be removed tomorrow and moved. Demolishing of the old
facilities will begin and be filled in.
When open cuts across the roads are being performed Michigan

and Main Street will only be closed down to two lanes. The
side streets will be closed down but only one at a time. The Network upgrade
will start at Michigan and Navarre on 3/11/16 and that will coinside with
Michigan and Bartlett but we are really flexible if we are needed to get out of
the way. We can tear down and set up in no time.
The overhead line on
Chippewa running East to West will be pushed underground and the overhead line
will be eliminated.
The Bartlet St. underground lines are already in, the
overhead lines that run down the alley
to the east will be a couple step process
that will be another 3 to 4 weeks.
AEP has a job that is scheduled for Monday waiting on
permit. The job is in conjunction with the upgrades for the contract. AEP needs
a permit for that work from the city. The city needs the MOU before permit will
be issued. If it is outside the
construction area permit, a permit will need to be issued if it is done before
Reith Riley gets in there. A permit will
be issued but if it is in the area where they will be working the MOU will need
to be addressed. This is part of the
reconstruction around the ballfield that is needing a permit so as long as it
doesn’t interfere with Reith Riley’s work a permit will be issued without a
problem.
NIPSCO comments:
Finishing up some work down at Main and Chippewa had a few
issues but should be finished up this week.
The roundabout location has no issues with that.
Bartlett was started this week. Doing some potholing to
locate all the underground facilities and will be doing a directional boring
line on the west side of Michigan on Monday. Doing some tie-ins and more
directional boring on Madison Street and some more tie-ins. Should be done by
end of the month Schedule is on track.
Gas line that is being run East/West. Planned on locations between Madison and
Jefferson and ran into conflicts at every intersection. So we need to replace with a new line on Main
Street and some lines will be a bonded.
New ties will have be on Washington to the small alley type street east
of main. Ties going all over the place
downtown. Pre-Con next week with
InfoSource. It is up to them on the schedule and they should be mobilizing at
the end of the month. Most work is on
Main Street between Madison and Jefferson.
Need to work with Reith Riley regarding schedule to determine when start
and finish will take place. A lot of
crews working in several areas so hopefully Nipsco can work with Reith Riley’s
traffic control and get all our work done during that time frame. The lines crossing Main Street will be
directional bored under everything. The work on the main street area is
expected to take 4 weeks.
Main and Western will be done during our next go around by
another NIPSCO crew and should be down within the next 3 weeks.
Earliest we can start
will most likely be the last week of March and will know better after we meet
with our contractor. Reith Riley would
like a set of NIPSCO’s plans so they can coordinate them with theirs.

AT&T comments:
Couple of manholes down at Bartlett need to be replaced,
because of the elevation being too high. Planning on removing existing and
replacing the new ones right on top of them.
2 weeks on each manhole starting around first of April. On schedule for the April 30th
deadline of work.
Comcast comments:
No one from Comcast showed up for meeting!
(Ben Holden) from Lawson Fisher had talked to Comcast and
they intend to directional bore new lines at Chippewa and Michigan, Ben was
unaware of Comcast’s schedule.
South Bend Water
Department comments:
Woodruff is going to do the 20 inch water main. They will do
the Marion Street roundabout first and the Bartlett street intersection next. They
spoke about the rusty water that would get to the downtown business on several
different occasions and they will communicate when that takes place. Every time a shut off is performed to do a
relocate, rusty water happens and not much you can do about it. Town has old pipes and if anything goes bad
it goes bad and if it needs shut down it will take hours to get it shut
down. Locates are a bit of a problem now
because of the ground being wet but will get it down as soon as we can. Reith
Riley will be adjusting water and sewer castings. AEP castings will be done by
AEP and it will take 2 to 3 days.
Sewer Department
comments:
Locating the sewer castings but that is about all they will
be doing.
Signals and Lights
comments:
INDOT is not on 811, you have to contact INDOT directly. Need to know when signals and Lights take
over on Michigan from Sample to LaSalle and once that is clarified Signals and
lights will do locates in that area.
INDOT is responsible for everything on Main St. to LaSalle.
Corbitt is still waiting on getting the signed agreement
from INDOT.
MCI/Version to
comments:
Has a run on Main Street that goes over head at the rail
road tracks that should not be a problem. They have a manhole on Washington on
the south west quadrant that needs moved to the west. South Street at north
west quad should be 2 feet below structure but needs checked. Not shown on all
plan sheets and they do own locates. Do work in conjunction with Reith Riley. MetroNet cable in the south west corner of
Washington and Main going into TCU is in the city duct. Permits on main a joint
permit through City and INDOT.
