A DTSB RAS meeting was held at 8:00 am at the down town library. Corbitt introduced Toy Villa, Roger Nawrot and myself. He gave a brief overview of the Two-way conversion and role everyone would play.
A utility relocation precon was held at 1:00 pm at the South Bend Street Department. See meeting min below.

Utility Pre-Construction Meeting Minutes
March 10, 2016
The utility preconstruction meeting started out with a brief
overview of the limits of the project, from Angela Blvd to Chippewa Ave on Main
Street and Michigan Street. There are roundabouts at Bartlett St. Marion St.
and Chippewa Ave. The time frame at which the project would take place Reith
Riley would like to get started the last week of March or the first week of
April. The intersections of Bartlett St and Marion can closed be from May 7th
to Sept 7th and Chippewa can be closed from June 6th to
Aug 5th.
Then introductions
were then made: (see attached sign in sheet)
Rieth Riley
comments:
Rieth Riley then gave a brief over view: Anticipate starting work the last week of
March/first week of April. They will be
having 5 crews working simultaneously. Crews
will be working at Bartlett, Marion, Chippewa, the Railroad underpass and a
crew working on Street scape. Rieth
Riley’s schedule is first starting on the south end at Main and Chippewa doing
the west side of Main at Chippewa. On the North end they will be starting the
storm sewer at the river and working on Riverside on the East side of Michigan
Rd St. At Marion St Water main relocation is the first priority. On Main St and
Michigan from Lassalle to Ewing Rieth Riley will be working the west side of
both streets first.
AEP Comments:
Talked about the open cut conduit that was going to be
placed on Main Street from South St. to Columbus St. and on Michigan St. south
of Bartlett to Marion and west on Marion to just short of Lafayette St. AEP has
over 30 work orders they plan on starting around March 14th and Finishing
around mid-June. Rieth Riley noted the AEP work in the contract and the open
cuts are not mentioned in the contract. When Bartlett St. closes AEP will have
a lot of work in that area to do, which will have to be done when the road is
closed.
Corbitt explained that there are two parts to the utility
work. One portion of the utility work that is required is to get the job done
and part two the utility work that the utilities would like to get done in
concurrence with the work being conducted by Reith-Riley. Marion roundabout is the case were relocation
and upgrade is getting done together. Some network upgrade that needs to be
done is separate from the two-way project.
Reith Riley really needs to see a breakdown on were all this work really
is so they can work it into their schedule.
Corbitt asked AEP to get Reith Riley a set of plans regarding the
network upgrade.
Back to AEP
AEP would like to have a meeting with Reith Riley separately
so they can go over the work and time frame so they are not in the way and are
flexible with what they can do. Some of
the relocations have to be completed before Rieth Riley can start work will. One transformer has been relocated already
and the other one will be removed tomorrow and moved. Demolishing of the old
facilities will begin and be filled in.
When open cuts across the roads are being performed Michigan

and Main Street will only be closed down to two lanes. The
side streets will be closed down but only one at a time. The Network upgrade
will start at Michigan and Navarre on 3/11/16 and that will coinside with
Michigan and Bartlett but we are really flexible if we are needed to get out of
the way. We can tear down and set up in no time.
The overhead line on
Chippewa running East to West will be pushed underground and the overhead line
will be eliminated.
The Bartlet St. underground lines are already in, the
overhead lines that run down the alley
to the east will be a couple step process
that will be another 3 to 4 weeks.
AEP has a job that is scheduled for Monday waiting on
permit. The job is in conjunction with the upgrades for the contract. AEP needs
a permit for that work from the city. The city needs the MOU before permit will
be issued. If it is outside the
construction area permit, a permit will need to be issued if it is done before
Reith Riley gets in there. A permit will
be issued but if it is in the area where they will be working the MOU will need
to be addressed. This is part of the
reconstruction around the ballfield that is needing a permit so as long as it
doesn’t interfere with Reith Riley’s work a permit will be issued without a
problem.
NIPSCO comments:
Finishing up some work down at Main and Chippewa had a few
issues but should be finished up this week.
The roundabout location has no issues with that.
Bartlett was started this week. Doing some potholing to
locate all the underground facilities and will be doing a directional boring
line on the west side of Michigan on Monday. Doing some tie-ins and more
directional boring on Madison Street and some more tie-ins. Should be done by
end of the month Schedule is on track.
Gas line that is being run East/West. Planned on locations between Madison and
Jefferson and ran into conflicts at every intersection. So we need to replace with a new line on Main
Street and some lines will be a bonded.
New ties will have be on Washington to the small alley type street east
of main. Ties going all over the place
downtown. Pre-Con next week with
InfoSource. It is up to them on the schedule and they should be mobilizing at
the end of the month. Most work is on
Main Street between Madison and Jefferson.
Need to work with Reith Riley regarding schedule to determine when start
and finish will take place. A lot of
crews working in several areas so hopefully Nipsco can work with Reith Riley’s
traffic control and get all our work done during that time frame. The lines crossing Main Street will be
directional bored under everything. The work on the main street area is
expected to take 4 weeks.
Main and Western will be done during our next go around by
another NIPSCO crew and should be down within the next 3 weeks.
Earliest we can start
will most likely be the last week of March and will know better after we meet
with our contractor. Reith Riley would
like a set of NIPSCO’s plans so they can coordinate them with theirs.

AT&T comments:
Couple of manholes down at Bartlett need to be replaced,
because of the elevation being too high. Planning on removing existing and
replacing the new ones right on top of them.
2 weeks on each manhole starting around first of April. On schedule for the April 30th
deadline of work.
Comcast comments:
No one from Comcast showed up for meeting!
(Ben Holden) from Lawson Fisher had talked to Comcast and
they intend to directional bore new lines at Chippewa and Michigan, Ben was
unaware of Comcast’s schedule.
South Bend Water
Department comments:
Woodruff is going to do the 20 inch water main. They will do
the Marion Street roundabout first and the Bartlett street intersection next. They
spoke about the rusty water that would get to the downtown business on several
different occasions and they will communicate when that takes place. Every time a shut off is performed to do a
relocate, rusty water happens and not much you can do about it. Town has old pipes and if anything goes bad
it goes bad and if it needs shut down it will take hours to get it shut
down. Locates are a bit of a problem now
because of the ground being wet but will get it down as soon as we can. Reith
Riley will be adjusting water and sewer castings. AEP castings will be done by
AEP and it will take 2 to 3 days.
Sewer Department
comments:
Locating the sewer castings but that is about all they will
be doing.
Signals and Lights
comments:
INDOT is not on 811, you have to contact INDOT directly. Need to know when signals and Lights take
over on Michigan from Sample to LaSalle and once that is clarified Signals and
lights will do locates in that area.
INDOT is responsible for everything on Main St. to LaSalle.
Corbitt is still waiting on getting the signed agreement
from INDOT.
MCI/Version to
comments:
Has a run on Main Street that goes over head at the rail
road tracks that should not be a problem. They have a manhole on Washington on
the south west quadrant that needs moved to the west. South Street at north
west quad should be 2 feet below structure but needs checked. Not shown on all
plan sheets and they do own locates. Do work in conjunction with Reith Riley. MetroNet cable in the south west corner of
Washington and Main going into TCU is in the city duct. Permits on main a joint
permit through City and INDOT.

Nothing on Michigan and off the right a way quite a bit from
Main to Bronson so shouldn’t have any issues.
Will have someone on-call 24/7 if anything comes up.

Manhole composite covers at St. Joe and Michigan to
pull. Some things may not be reinstalled
that are being pulled but will communicate during those decisions on removing
composite covers and replacing them with a standard cover. Flow censor in manhole not attached to casting

Metronet comments:
Bartlett 2 handles to be removed. Pay item for coaction work performed by
MetroNet.
Closing
Toney to be onsite all the time for Reith Riley.
Notice to proceed not yet. Bonds are in. Reith Riley needs
Contract signed and returned.
